Make up powder whatever it is, is made to go on your face. The colour of the powder is the thing that will dictate where you put. ie green eyeshadow = weird blusher look. Powder has no effect on hair growth. It just highlights any fine hairs you have that normally aren't noticable. When you apply face powder or blusher blend it downwards in the direction of any hair growth. The hairs will lay flat then :)

It will absolutly NOT do any harm and it will NOT cause any facial hair. What I am curious about, looking at my own makeup stuff, is what eye shadow color you intend to use as blush? Also bear in mind that eye shadows tend to be more heavily pigmented then blush, so adjust accordingly.

hair growth from eye shadow? no it would. But one nice thing it can do is highlight your face, and have fun with it. good luck
