Where is the best place to raise a family in New York State?

Dutchess County is really nice. The prices aren't as high as Westchester or Putnam. There are enough things to do both recreationally and culturally. The schools are ranked the best or near the best. There is still open land available and the houses aren't on top of each other. Most water is clean and pollution is low. Shopping is readily available. Traffic is acceptable in most areas. Crime is low except in the City of Poughkeepsie. I think I covered all major point???
