I use it to put money on. It would be useful if you get put in jail and don't have a get out of jail free card.

When you are in free parking and you roll the die, you don't have to leave the square. You can skip your go and take another shot next time. (Hence the name free parking.) There are so many different rules though.

IN THE ACTUAL RULES IT IS A FREE SAFE SPOT, BUT YOU CAN REALLY DO WHATEVER YOU WANT.

I think it's there to emphasize the nature of the original concept of Monopoly: that it was a game dealing with streets and properties, etc. It was also probably included to give players the occasional "breathing space" - time out, you may say - especially at the end of the game when you could be landing on someone else's property on every go. Excepting the policeman, each corner square at least allows some breathing space in the normal course around the board.
