Just how far, legally, can a person go into a potential rentees background?

I use a service to screen my renters, my check includes credit history and previous landlords, and work history. However all of this information is asked on the form and then verified. In california I believe you must have the potential rentors permission on the form to check this... what are you trying to hide or find out?
