bang them together and let the sparks hit some dry grass... blow the grass to get the fire going and then make it bigger with twigs and still bigger with limbs and and bigger until the whole forest is on fire.

One piece of flint and one piece of steel. I'm not even sure two pieces of flint will make a spark. Just strike the flint and steel together (at an angle) and you should see sparks. You should try to have a hot spark fall into very dry, flammable material.
