Hm...try pulling up a tiny corner of the tape and then using fingernail polish remover to dissolve the glue, pulling the tape up slowly and gently as you go. If you don't have fingernail polish remover, immerse the child's arm in mildly hot water...the heat will melt the glue and you can pull the tape up.
