Why are there not lockers at train stations in the UK?

Probably the same reason there aren't any in US train stations--security.

Same reason as here. So you can't park your bomb in it.

There were left luggage offices in all Londons terminals upto the mid 80's when they were all shut due to the threat of terrorist attacks. The last one to close was at Liverpool Street station which somehow got overlooked until pointed out by a police officer.
