Ive got a 1999 Freightliner with a cummins engine. Can a really dirty air filter cause the engine to run hot? I just put in a new radiator core,thermostat,charge air cooler,and new fluid and it still runs hot and overheats.

You may want to check your cooling fan..Is it kicking in..you may have a defective temp switch, or air solonoid that controls fan clutch, fan clutch slipping or defective? I,ve never seen one overheat due to a clogged filter but i'm not saying it isn't possible..You may want to make sure oil cooler is working properly, they do have a thermostat in them also i believe..this will cause a gradual overheat.
