You can start masterbating as soon as you feel ready to, even before puberty. I started when I was eight and my fiance started when he was only three. well i'd say avoid it until you're atleast 16. because mainly if you start really early or whatever, you have such a higher chance of embarassment. Like your mom or dad walking in on you.

Whenever you feel comfortable doing so. It's different for everyone. Some people start when they're very young, and some don't start until they're older. A few never do it at all. None is more 'right' than the others. I'm a guy, and I first masturbated to orgasm when I was 5.
