Ultimately as it was from the very beginning, it's great people that make great governments. Government cannot make people great, you must be great yourself if you want to make government what it should be. What I mean is, when you step up to do your part, do people take note and write a historical essay like the ones we read on Thomas Jefferson and his pears, or do you simply wear a sticker that says *I voted* for the rest of the day?
