  • This is absolutely right, just like turning right at a red light. The cars across the intersection must wait for a green light or arrow to turn left and yield to traffic. You may always turn right at a red light unless otherwise stated.

  • We need more information to answer this question accurately. As everyone has said, the right-turning car usually has the right of way. However, if the right-turning car is facing a red light, and the car turning left is facing a green arrow, the car turning left as the right of way.

  • I believe that if opposing cars both have a green light and there is a lane for each car to turn into, there is no need to discuss right-of-way. Each car should turn into their own lane. Cars turning right should turn into the right-most lane and cars turning left should turn into the left-most lane. If the car turning right turns into the lane of the left turning car they would be at fault and vice versa because they did not turn into the proper lane.
