    ok first of all its called sky pillar and I no how to get him first make sure you have your mach bike with you and fly to pacifidlog town and surf to the east and be surfing beside the rocks at the top and you will see a cave get through the rocks and into the cave and go out the exit it really easy then you will be at the top and it will say sky pillar and you will see a tower go in it and its really tricky believe me ive done it before you catch him at lv 70 and DONT USE YOUR MASTERBALL ON HIM
