Why are human services viewed as a positive contribution to society now? When did this positive view of these services come into play?

Are you saying there was a time when helping those who needed help was held in low esteem? That it was somehow negative to be interested in helping others? Now of course there are those who can't relate to needing help since they have more than enough of everthing, maybe always have, possibly always will..so their attitude may well be that they don't want their taxes being used in this way. I certainly don't remember a time when helping others was a bad thing. But then I don't run in fancy dancy wealthy circles.
