Are there any rules here for how questions should be answered? Like if someone asks for advice on how to do something possibly illegal/malicious, should you pass judgment or just answer the question?

I don't feel I have the right to pass judgement on anyone. If you feel a question is not to your liking, don't answer it. I have answered all the questions I did by personal experience and accumulated knowledge. A question is just that. How do we know they are not asking for someone else? We don't. Therefore, giving the best answer to your abilities is all that is required.

There are rules in the Terms of Use that everyone has to follow. Other than that I haven't seen anything official. I would like to hear from the staff if there are any other rules.
