Making a professional-looking website requires a lot of work and talent. I usually charge $100 for a basic website with no forums, interactive content, etc. As soon as that stuff gets added, the price skyrockets. There are a lot of templates out there but even those require a lot of graphic design skill and basic code knowledge. If you give me more details, I'd be glad to teach you some coding, give you hints, or maybe even help out. A simple shopping cart can be incredibly confusing if you want to make it be professional; don't start without knowing what you're doing. As for the details, I use dreamhost.com as my web host, they give around 200 GB storage and 2000 GB monthly bandwidth. This is good for small businesses. A website is not a business. You need a product or a service that will be featured on your sit. If you simply want to build a web page, try FrontPage for basic sites, DreamWeaver for more advanced. Good luck in your search.
