In most states, Louisiana for one, can the courts garnish wages of the wife for child support of a child fathered outside of their marriage? The husband is unemployed, works odd jobs. Can they go after the wife's paycheck? Wife & husband have four kids.

No, that IS one of the surefire ways for a deadbeat dad to get away without paying his child support -- at least for a while. Any joint property (such as tax returns)can, however, be seized, but the 2nd spouse's wages can not be garnished. This debt will never go away. He will owe it until it is paid. Even after the children grow up and leave the nest. He will either never be able to work legally and never own property or eventually pay up. Some states will take his driver's license and any professional licenses. Some will even incarcerate him if nothing else works. Especially if the children end up on state assistance.
