  • You would do the same thing that many of us did when we tried to get laws like "Megan's Law" passed. You organize a group of like minded individuals. You have an appropriate lawyer or ex-politico write an initial concept for a bill. Lobby senators and congressmen for years until you have at least one on board who will support legislation. You allow him to re-write. You meet with him every time you can to find out what support he needs. You continue to lobby other senators and congressmen for support BUT you must also lobby your fellow citizens. The more citizens you get onboard the better your chances. Eventually your bill will be voted up or down. If it's down, you start again.
  • You don't change any laws. Instead you help people before they become felons by setting up charities and support groups.
