it just takes a message to the moderator to find out. you can complain about being annoyed. or someone can complain about you.

If it's in a way that violates the AB Terms of Use they can. It depends on the situation. Usually when a person is annoying other users it's reported and the matter is dealt with in a less drastic way though.

It's happened before but usually people get a clue after being warned. Stalking and annoying are closely linked. Sometimes it just takes a little reminder and people will go to their own corners and learn to avoid each other.

That rather depends whom you are annoying or who is annoying you. Or who it is to whom it is reported. Different people interpretate things in different ways. What one thinks is annoying is to another just a normal debate or discussion. I am sure some stick to the letter of the law as far as pules are concerned but it is how each person translates those rules. .

Annoying is a term that can be interperted diferently by different users. Some users annoy me by taking a stand or viewpoint I don't agree with. That shouldn't be grounds for PB. Same if I annoy someone in the same way. That type of annoying should not be PBed.
