  • I would doubt it. The central thing about natural disasters is that they are unexpected. Things we expect we can prepare for, and are not usually called disasters. But a weapon that you could only used when an unexpected event occurred would not be much use.
  • That would require a really big harness. But if the military is willing to pay for it, doubtless some scientist is willing to work on it.
