The price may not be one that we would notice, because if we are eternally vigilant, it would just be natural and habitual to be slightly nosey. The costs however, whether or not we notice them, I feel would be that privacy would be imposed upon, as there would be some who would use 'vigilance' as a term to cover their true intentions, such as has happened in Britain recently, where councils, given more power to prevent terrorism in their respective boroughs, have used the advanced CCTV and other monitoring equipment to 'spy' on people littering and not clearing up after their dog. I feel that one cannot say that constant vigilance gives freedom, as constant vigilance also invokes upon freedom somewhat, personal freedom etc.

Eternal paranoia? ;-)

Here's the problem..who is doing the "vigilance"? How honorable, honest, open, fair and humble? We have suffered many "scare tactic" threats to keep us in neat little lines to "support the troops", "if we don't get the terrorists where they are, they will follow us home"..so the yellow alerts go to red every once in awhile, as political opportunists fear "we the people" are beginning once again to think for ourselves. It is so predictable..so funny, except it isn't funny at all. They are transparent in their egomaniacal greed/need to keep us in control, in lockstep, looking neither right nor left! :( The cost is truth..and that is a very high price to pay! :(
