I do not believe a person can answer this question, based on a personal experience. Their dream would have no sensory reflections to be remembered.

I think their dreams would be much more refined, without any external stimuli, there would be only the consciousness floating in emptiness. If you believe in Carl Jungs work on the collective unconscious and his archetypes then the answer would be yes. I would be very interested to see the dreams and thoughts of this person. I don't know for sure, but my best guess would be that yes they can and do dream.

I did some research with deaf blind people a few years ago using MRI scanners and it showed that during sleep in the REM stages, all of them showed activity in the visual cortex of the brain. So we could see that the brains were functioning like normal people but they were unable to describe what they were dreaming about...
