Not much info here...won't start? wont roll? Front brakes? Back brakes? . Lets see...if back brakes were too tight then you couldn't get the drum on so must be the front calipers. . Often the calipers get rusty or dirty while extended. As you compress them the crud gets inside the cylinder. When you step on the brakes it extends but then the crud keeps it from relaxing. . Jack up the car and roll the wheels. Find if one or both are stuck. You'll have to free the caliper to get the wheel off...channel locks and good dose of WD40. After it is off you could extend the caliper and clean it but I'd take this opportunity and rebuild it. But that means bleeding the system after. . It's easiest to clean the calipers before compressing them for the new brake pads. So you know next time. ;)
