I ordered a paint ball marker from someone a few states away and when it arrived, it didn't work. There was a gas leak somewhere in the system. I tried contacting the seller and they were elusive, so I shipped it back and put in a ticket with paypal. Paypal had both parties report on their side of the story, I noted that they wanted me to just send it back and pay me "later" with a personal check since they had bills or something to pay. About 3 days later paypal confirmed that the seller received the items back and they forced a refund to my account.

No, but I had a problem with a buyer..I sold Rolling Stone tix for a friend on Ebay..A guy purchased them ($1000) and paid via Paypal. 2 mos later I noticed my Paypal account showed a -$900 balance!! The purchaser reversed his Paypal payment!!!! Paypal was useless, the purchaser stated Paypal charged his account twice for the transaction, Paypal told us to contact the local police who sat on the complaint for almost 2 years then finally told my friend he'd have to file a civil suit.

Lots of them.. it happens. Try and resolve the problem with them first. If you use pay pal, you can make a claim through pay pal and they will investigate... I have done this and won. The seller kept sending my item to a worng address, eventhough I had sent him the address multiple times...
