No. weather and climate make no difference in the crime rate. criminals and drug addicts always need money. This man robbed a bank in the heart of winter. there were three inches of snow on top of one inch of ice, on the ground. very slippery conditions. police car spotted vehicle and a chase ensued. everyone was slipping and sliding. The getaway car was trapped in behind an elementary school on the playground. all were going round and round in a circle. no traction. finally, the robber jumped and ran. later caught. This is just an example that crime never stops because of the cold weather.
