try changing the IDE cable, it might be defective.

Find an IDE cable that you are sure it works. Change your cable with this one. If the problem persists, then it is your motherboard's controller that is defective. Unfortunately, this is a problem that is not repairable. You have to change your motherboard.

if you used a known good hdd, and a known good IDE cable, it is definatly possible that the IDE I/O controller has failed, requiring MB replacement. Make sure jumper settings are correct(doesnt sound like the issue but never hurts to check).
