If I didn't know the person, I'd this he/she is shy. If I knew the person, I'd say he/she is hiding something or lying about something.

I am unable to read emotion in peoples' eyes, and looking at them makes me very uncomfortable, so I have to revert to body language. I also have a very difficult time deciphering sarcasm or implied meaning. I take everything quite literally. I've learned over the years to make it look like I'm not avoiding eye contact, and I'm working on faster speech analysis and appropriate responses, but it is not easy.

It depends on the situation, if they are looking at every one in awhile, they are interested. If they look once and dont continue, they arent.

Someone who is kind of shy or uncomfortable with making eye contact.

There are so many reasons for avoiding eye contact that unless you connect the situation and other body language there is no way to tell. If for intense a man is talking to a woman who is facing him and cannot make eye contact, then she is probably attracted to him. If she faces her body away she is probably not. In both instances she is not making eye contact, it's reading the other body language.

I avoid eye contact all the time. It's just harder to think, speak, and listen when I am having a conversation and I'm trying to remember to look at them. It is a habit that comes and goes ever since I was little. For me, there is NO other reason behind it. It may have nothing to do with you.
