self help medical library, where people can look up the medical conditions they have and also find help such as places like Shrines or DR who are willing to donate their services etc. Staff it with retired Nurses and DR's and people who has been ill with the same illness they these folks are dealing with, lots of comfy chairs and a nice snack room and free daycare.

An etiquette library, so people can learn how to behave in a civilized manner. I would have workshops to teach people the basics such as: how to write a thank you note, how to say thank you period, when NOT to yack incessantly on your cell phone, and how to keep children in check so they don't grow up to be rude like their parents :) Seriously, I observe so much rude behavior that I think it's necessary to remind people that being considerate and polite is not a bad thing.
