At Marshalls I saw a worn pair of shoes by the men's shoe rack. Do people take off old shoes and walk out wearing new ones?

Yes. That is why a lot of shoe stores put large, cumbersome security devices on all of the left shoes.

Yes, when I worked at wal-mart, the lady in the shoe department would find boxes with used shoes in them where somebody took the new ones and left the old. Happened alot, even with the kid shoes.

In that specific case...I think that yes, someone stole a pair of shoes and walked away wearing them. We all lose because shoplifting creates higher prices that we all end up paying sometime in the future.
