If I have one year's version of a video game, like lets say nba 2k7 for xbox360, are there free online updates so I can update the rosters and have the same rookies as in nba 2k8 and 9 or do I have to buy 2k8/9 to have roster updates and the new rookies.

Everything downloadable for an xbox 360 game is on the xbox live market place. If it is not there, you simply cannot do anything about it. Sometimes, but not very often if there has been a new version of the game being better to have come out, they will put up new things for games to be downloaded, or have them in an auto-update, with bug and glitch solutions as well. From checking, NBA 2k7 is a game created in 2006, so you can be pretty sure that Xbox is not going to be making any attempts and upgrading it. You'll have to either live with the roster you have, or play the new game. There are only a very few select games I have found that actually do relate to eachother in terms of saved games etc, in the way that if you have a saved game of... (Though this is not true) Devil May Cry 3, and you go out and buy the 4th, then stats from 3 can be uploaded. (Of course as I said, this is not true for this game, but I have seen one or two in which this happens.) Hope it helps.
