It's the percentage of your approved flags. For example, your moderation percentage is 77 percent as I write this answer. It means out of the 100 flags you submitted, 77 were approved and 23 were rejected. (I know you have submitted 13 flags at this time, very far from 100, but I just mentioned that to give you a clearer example).

It means how many in each hundred a person has flagged correctly. I am still waiting to have my 5% returned through an Admin error.

I agree with the 2 above answers, but something you may not know is that as soon as you flag something, your moderation percentage goes down. So if you flag many things, it will really mess with that number. It won't change until they see to the flag, approving it or not. And sometimes it takes days or weeks for them to get to them all. Some weeks they have thousands of flags to get to and it takes time. So be aware that those 'unapproved' (as opposed to unapproved) flags do affect your ratings % there.
