You can build a pond as long as some conditions are met. Be careful if you are using heavy excavators. Depending on how big the pond is and how deep, remember you will have a lot of spoil. Be very careful if you are using this spoil to make a bank, the mechanical digger/excavator must not touch the power lines even when it is on top of the spoil. The other thing is that the power company has a legal access to those power lines for maintanenace. They must be able to get safely and easily to the powerlines, so water can not be directly underneath, unless it is a very small pond and they can get round it. It is up to the power company if they think this is safe to do so. Any trees or branches directly under the power lines will be cut back by the power company, so be very careful what you plant too. I personally would double check with the power company regarding what access they need to your property, as this will vary from site to site.
