Inactive means inactive. only active sores give you the risk of passing it on. The inactive site needs to be heal over though.

Yes. A cold sore is just a visible outbreak of an oral herpes infection, but just as with genital herpes, oral herpes is often infectious when no symptoms are present, i.e. when there is no cold sore at all. In fact, though it varies from person to person, a person who suffers cold sores is infectious for anything from 1-75% of the time when they have no cold sore present. The norm is 5-10% of the time when there is no cold sore. I caught genital herpes hsv-1 when my partner was 'in between' cold sores - he hadn't had any symptoms for months and seemed completely safe.
