strategic reserves, so Oil in tanks and storages for sure, in western europe about a 1-3 month supply are usual, looking at israels situation, a 3-6 month supply would be reasonable. Oil reserves ar crude oil in the ground are not known in significant amount. Israel would have more possibilitys with sun, e.g in the negev desert.
