What constitutes a tag attempt boils down to the umpire's judgment of the fielder's actions. The rules do not define a tag attempt but they do define a tag of a runner as "...touching a runner with the ball, or with his hand or glove holding the ball, while holding the ball securely and firmly in his hand or glove." I would then define a tag attempt as "...attempting to touch a runner with the ball..." Simply chasing the runner in a rundown with the ball in his hand would not be a tag attempt. The fielder has to, at some point, try to touch the runner with the ball (or his glove holding the ball) to have a tag attempt.
