1999 tahoe, headlights do not work, highbeams work, turn signals work, headlight switch is good, power at the switch, no power at the bulbs, no bad fuses. Any ideas? Thank you.

Had the same problem on a 98 Taurus. Turned out it was the high beam switch. Even though the high beams worked, some bad connection stopped the regular lights from working.
