Usually it goes a bit like this "I'm the driver. If I wasnt able to do this then I wouldnt be in this seat. If you want to drive then go ahead,but do it in your own car and not from the backseat. Thanks." and if the person keeps going on I'll ask them if they want to drive, and depending on my mood (if im feeling abit spiteful), i'll backseat drive like they were). Its best to cop an attitude like this if youre really close with your friends/the people commiting this "crime", because if you arent they may take it too personally.

Warn them once, warn them twice, offer to drop them at a bus stop, then the final step is kicking them out. If someone refuses to strap in I skip right to the final option. Call me a hardass but usually I'm giving the people a free ride. You get what you pay for. You want to complain? I'll get a taxi meter, start running it, and you can complain your little heart out. Until then, sit back and enjoy the ride.
