If you are engaged in a discussion, you put forth your "argument" or position, as does the other person. If you are an attorney you present your "argument" to the court/jury, as does the other attorney, and based on the information given in each "argument" the jury makes a decision. So..unless you mean someone who stubbornly insists on his/her position and doesn't listen to others, I'd say the person is simply stating his/her points to advance whatever cause is the subject of the debate, discussion, conversation, "argument"! :)
