Basically the door chime is going to need a lot of the hardware of a computer (and software to go with it.) It will also need an Internet connection of some sort for downloading, and you would probably need it to have a web interface so the user can program it from a web browser in their home PC. Basically, you're talking a bout a pretty complicated and expensive door chime. If you mass-produce them in sufficient quantity, you can maybe get the cost down to $50 or so, but its going to be a tough sell to investors. Perhaps the Sharper Image catalog could sell a few... In any case, nobody can answer your "how to" details on Answerbag, because you really need the skills that go with all of those technologies if you're going to be doing it yourself. If you have money, you can hire consultants to do the design work and farm out the manufacturing to contractors. That leaves you with the marketing and sales (the hardest part of any invention!)

one way to do this would be to have a simple computer with a usb port that you could put a flash drive into with the songs and time programs on the memory which you could program on your computer
