My 2001 suburban 2500 ac is only somewhat cool. I checked the compressor and it is spinning when the ac is on. The low side pressure is high (55psi) when it should be 45psi. Would this affect the cooling? Putting aside EPA rules, can I let some R134a out?

Yes you can. EPA allows for a minimal release, but that's usually for when you have to tap into a system and there is no way to prevent the refrigerant from escaping. But before doing that you need to trouble shoot why the high side is high, there could be other factors affecting it besides being overcharged. Is you condensor coil clean? They are generally mounted right with the radiator and can get all sorts of crap stuck in them which will prevent the heat from being released and circulate it right back into the system.
