Yes you can. EPA allows for a minimal release, but that's usually for when you have to tap into a system and there is no way to prevent the refrigerant from escaping. But before doing that you need to trouble shoot why the high side is high, there could be other factors affecting it besides being overcharged. Is you condensor coil clean? They are generally mounted right with the radiator and can get all sorts of crap stuck in them which will prevent the heat from being released and circulate it right back into the system.
