Ive made over 400 purchases and only had 2 problems. And yes, you can get a refund, for acceptable reasons. The rules are posted.

It's more safe now than ever. They've went to Paypal or other online payment only. If you use Paypal, you have buyer protection and will get your money back if you have been cheated or misled. They've gotten rid of a lot of the scam artists on there also in the last year.

Yes. Make sure you buy from someone with a good feedback history, and pay through Paypal (comes with buyer protection).

If somebody scams, they are quickly exposed thanks to the ratings system. Scammers don't last too long.

if you want to be extra careful buy from someone, or an EBay shop who have good feedback. Often you find them selling goods off from bulk (lots of the same items selling individually as But It Now's). So items should be cheaper to buy... also something less to worry about if you're getting a good priced bargain
