  • Powers are split differently from those in the US (President only) and UK (Prime Minister). Systems vary quite widely. In Ireland, for example, the Prsident is a largely ceremonial position, and the Prime Minister has powers similar to the British Prime Minister. In France, by contrast, teh Prime Minister is responsible for running the legislature and getting laws passed, but the President is in chage of large matters such as Foreign Affairs. The ministers, including the prime minister, are appointed by the President. So the answer is that arrangements differn between countries, and the npowers of people with the same title are very different. It5 is confusing that they use the same title - but that is the way the world is.
