In signed a contract for an apartment and i do not wish to occupy the room. But i noticed that the leasing manager didn't sign it so is it still legaly binding if both parties have not signed it?

As long as the manager has a copy of your signature, he can sign it when ever he wants. I learned that the hard way, over a cell phone contract. Ask a lawyer to see how you can get out of it. -
