When one person asks another out, to maybe a movie, dinner etc. A friend who was not interested wouldnt pay for anything, or put much into it.

I'd say a date is any arranged meeting that is meant to have some degree of exclusivity between the invited individuals. I have a date with my banker, and I'm taking my date to the movies. For most people, the date with the banker will probably be unromantic, but the date to the movies might have a romantic intent. Regardless, there is something special about the meeting -- some kind of hope about the "date" ... it's not just something to do to pass the time. The French have another word: a "rendezvous" is a special kind of date, where the individual arranging the meeting is hoping for some romantic potential, and the "datee" is expecting some kind of romantic potential from the host (or hostess).

Personally, I don't think anything necessarily 'constitutes' a date. I've done the dinner and movie thing, and that was a date. I've also gone to the top of the mountain and watched the sunset, which was the best date I've been on. It just depends on how the two people see the situation.
