sounds like you are low on freon, you also have a high pressure limit & low pressure cutout switch - do NOT run with them bypassed very dangerous. any shop or most stores and test this for you

Ok Dude, here's the deal on Relays. The switch turns on the Electro-magnet & closes the "High Power Contacts" ONLY!!! U still need a heavy "Power Wire" to supply one of the 2 "Contacts". This "Power Source" is then connected to the "Clutch" when the "Dash Switch" activates the "Relay Contacts". If U get "Power at the "Clutch", this is all working correctly. The Relay has 2 parts & one part can work & not the other! Remember the "Points" often "Burn" & U get no "Power" out of it. Check to see if U have "Power In" to "Switching Contacts"(not just "Relay Coil")& then "Power Out" to clutch. The "Power In" is often controlled by another "Sensor" used for "Low Freon" to keep U from "Burning things up, & it may be this that is not giving U "Power In". Look this all up on the "Wiring Diagram". John
