The town of Needles, California wants to secede and become part of either Nevada or Arizona. To do so would require an act of Congress. Do you think Congress should let Needles change states?

Sure if they have a good enough reason and if they are already on the border of those two states. Alot of border cities get eaten up by other states all the time but they usually have a good reason why they want to secede. Usually its because of state taxes and so forth that are current for the state but not particulary just for that town. In Georgia Taxes are broken down per county. Each county adds its own taxes onto the state one so its different from county to county. Alot of small cities or whatever on borders that are rural felt it unjust and moved into a different county.
