It is LIFELONG refusal to repent of your other sins because you believe the Holy Spirit which is trying to work in your heart is actually an evil thing. I emphasize "lifelong" because it's not a single action a person can commit, but a stubborn refusal to repent and believe that goes on until death (Matthew 12:31). Best example in Scripture is the pharaoh of the Exodus, who kept sinning against better knowledge. If you're worried that you might have committed the unforgiveable sin--you haven't. Those who are committing it aren't worried, and you can't say "I have committed it" until you're dead.
