Like the other said there are many mini grills that work great for the balcony. I do not think you will find any that hang on the railing. Probably for good reason, I could see hot coals raining down on someone if it got bumped the wrong way.

For a small space such as a balcony, I'd recommend an electric grill. Yes, you can still get the "grill taste" from electric! I had an awesome one for years that fit quite nicely on my balcony. We bought an electric grill for our balcony and we love it. It doesn't smoke and it's safe because there is no flame to worry about. Food tastes good as well. Got it here http://www.electricfireplacesdirect.com/

Yes, they do. Weber makes a small one, gas or charcoal. There are electric ones too, but I don't think they make food taste as good.
