Why do people ask questions on whether other people on here want to congratulate someone or wish someone a happy birthday? Do you think those really necessary? Why/why not?

Because it is a way to celebrate other people's accomplishments and feel like a community when you care about others and are happy for them. We're a friendly bunch and when you see a friend reach a milestone, it's only natural that you want to announce the good news and others can join in too and say good things about that person, too. It's all about showing appreciation and gratitude to others and realizing that none of us would be enjoying this site without all those other people.
