Most people remain silent out of shock or sorrow and because they don't know what "the moment of silence" is or means. The meaning of the "moment of silence" is that during the first minutes after someone has passed, the detachment of the soul/spirit is completed and begins its eternal journey. Christians usually light a candle during the first 24 hours after death and keep absolute silence. Regards.
