39 on the front and 15 on the back? That's an extremely low gear. If it has 27-inch wheels like a racing bike, that means a 10-inch gear. Going to 9 in the front as Jeffluvstrom suggests would mean a 6-inch gear. One of my favorite bikes has 13t on the back and 52 on front, giving it a 108-inch gear.
You need to go to 9 in front.
When someone says "a 250 motorcycle", are they referring to the tire? If so, what does that terminology mean?
